Not totally true. MLS clubs are getting paid transfer
fees by clubs in Europe. But the franchise system in MLS has also hindered development. There's not risk of relegation for any MLS team, and as a result, they aren't fear buying and spending.
The risk of relegation or reward of promotion are strong drivers to the transfer system. The franchise system the MLS started up has artificially tried to control costs and guarantee that clubs will make money and share the financial wealth, but that socialist aspect has also stunted the growth of the league. Good for owners, bad for sports fans that want the US professional leagues to rival the European ones. It will never happen so long as the franchise system is in place.
